Location
Minto sits within the Campbelltown Local Government Area, in South Western Sydney's established residential corridor, the same broader growth region that takes in Camden, Liverpool and Oran Park, where Blackark is based. The site at 6-10 Pembroke Road is well-located within this established residential area.
Development Type
The project is a 9-lot Torrens title residential subdivision. Blackark's engagement spans the full subdivision lifecycle: subdivision feasibility studies, residual land value modelling, DA and CDC approval strategy, consultant procurement, civil works tendering, construction management, S7.11 contributions strategy, subdivision works certificates, and plan registration through to settlement.

Blackark is engaged as the end-to-end Project Manager and Superintendent for the subdivision, delivering site acquisition, feasibility, authority approvals and development management through to settlement. This extensive role ensures comprehensive control from the initial DA phase through to final completion, representing the client's interests at every stage of the process.
Scope & Status
The project commenced in 2025 and is currently pre-DA, with Blackark preparing the site through feasibility and design ahead of lodgement, a genuine opportunity to deliver new residential lots for the Campbelltown LGA.
Full-Spectrum Delivery
As the owner's representative for the whole subdivision, Blackark's scope covers the budget and the brief: appointing and directing the surveyor, engineers and planners, running the DA or CDC strategy, tendering the civil works, managing construction to the Subdivision Works Certificate, and pushing the plan through to registration so the lots exist and can settle. On Minto, that scope is being applied end to end, from a site secured on the strength of its feasibility through to the settlement of new residential lots in the Campbelltown LGA.
